A traffic stop. A wellness check. An emergency call. For most people, these interactions with law enforcement and first responders are stressful — but manageable.
For individuals with intellectual and developmental disabilities (IDD), these moments can be overwhelming. Stress, anxiety, sensory overload, and communication barriers can make it difficult to respond the way an officer might expect. And in the middle of a high-pressure situation, explaining what you need can feel nearly impossible.
That’s where the Blue Envelope Program comes in.
What Is the Blue Envelope Program?
The Blue Envelope is a simple yet powerful communication tool that improves interactions between first responders and individuals with disabilities who may need extra understanding, patience, or support.
The envelope contains important information that can help law enforcement and emergency personnel understand an individual’s needs — before a situation escalates. It can include details about:
- How the person best communicates
- Words or phrases that help calm or focus them
- Medical information or conditions to be aware of
- Emergency contacts
- Other instructions that may help during a crisis
Why It Matters
Too often, interactions between first responders and individuals with disabilities go wrong — not because of bad intentions, but because of misunderstanding. A person who doesn’t make eye contact, who doesn’t respond quickly, or who reacts unexpectedly to commands may be misread as uncooperative or threatening.
The Blue Envelope helps bridge that gap. It gives first responders the information they need to approach the situation with greater awareness and care — and it gives individuals with disabilities a way to communicate when words are hard to find.

The Arc of Laramie County is proud to be an official pickup location and partner with the Laramie County Sheriff’s Office for the Blue Envelope Program.
The envelopes are:
- Free — no cost to you
- Voluntary — you choose whether to use one
- Available to anyone — no membership required

Another Resource: The Mental Health Crisis Card
In addition to the Blue Envelope, The Arc also offers a free Mental Health Crisis Card — developed through a partnership with the United Health Foundation.
This downloadable card helps individuals with IDD share important information during a mental health crisis, including:
- Best ways to communicate (verbal, written, pictures, etc.)
- Words or phrases that help de-escalate
- Emergency contact numbers
- Additional instructions
The card can be kept in a wallet, saved as a photo on a phone, and shared with anyone providing support during a difficult moment.
